Alabama women on average make 70 cents on the dollar compared to men, all else being equal. After years of attempts to bring equal pay to the women of Alabama, the 2022 state legislature passed House Joint Resolution (HJR) 115, creating a task force charged with amending the current Equal Pay Act passed in 2019.
Rep. Adline Clark (HD 97), sponsor of HJR 115, will put forth suggested changes to the equal pay act during the 2023 legislative session based on the task force's recommendations. Local AL Rep. Laura Hall (HD 19), will comment on the history of efforts to pass previous versions of the equal pay act and on roadblocks that were encountered.
Proceeds from the Breaking Through Barriers Luncheon will give scholarships to women college students to attend AAUW's National Conference for Collegiate Women Student Leaders (NCCWSL) held in June 2023 at the University of Maryland in College Park, MD.
ABOUT REP. CLARKEAdline Clarke represents the 97th legislative district in the Alabama House of Representatives. She was first elected on May 21, 2013 to fill an unexpired term, and was subsequently elected to full four-year terms in 2014, 2018 and 2022. She is a Democratic Party Whip in the House and chairs the Policy Committee of the House Democratic Caucus. In November 2019, Rep. Clarke was named one of 30 "Women Who Shape Alabama" by AL.com. She was chosen for introducing legislation and working diligently to get Alabama's Equal Pay Act passed by the Alabama Legislature in 2019. In 2022, Rep. Clarke introduced House Joint Resolution 115, which created the Alabama Workforce and Wage Gap Task Force. This 11-member task force convened over a six-month period to hear from experts and analyze cutting-edge research that quantified the economic impact of women in Alabama, defined factors that drive labor force underutilization, and compared the efficacy of equal pay laws across the nation. Based on aggregated findings, the task force crafted specific policy recommendations for the Alabama Legislature's consideration and formally approved the report at its final meeting in December 2022. Rep. Clarke has worked as a newspaper journalist, public administrator and entrepreneur. She formerly owned and operated an African-American bookstore and a staffing service. She studied journalism at Spring Hill College and worked for the Mobile Press-Register as a reporter and editor for 15 years before resigning as City Editor to start a business.
William Hampton will lead a panel discussion of how public education for the black community has evolved over time from private and church schools, to Rosenwald and equalization schools, and finally desegregation.
